Walk into any beauty aisle and you will see words like natural, botanical, and eco on almost every bottle. Most of them mean nothing. ECOCERT COSMOS certification is different, and understanding why requires knowing what the standard actually demands.

What Is COSMOS?

COSMOS stands for COSMetic Organic and Natural Standard. It was launched in 2011 by five founding certification bodies: BDIH (Germany), Cosmébio (France), ECOCERT (France), ICEA (Italy), and the Soil Association (UK). Today the standard is used in more than 70 countries and is recognised as the benchmark for certified natural and organic cosmetics in Europe.

The standard is independently owned by the COSMOS-standard AISBL, a non-profit association. ECOCERT is one of the bodies that can audit and certify products to the COSMOS standard, which is why you often see the two names together.

What Does It Actually Require?

COSMOS certification is not a logo a brand can apply for by filling out a form. Every product must pass an independent third-party audit conducted by an accredited certification body. The audit covers formulation, ingredient sourcing, manufacturing process, and packaging.

To carry the COSMOS label, a product must meet these requirements:

  • No petroleum-derived ingredients. Mineral oils, petrolatum, paraffins, and PEGs derived from petrochemicals are prohibited.
  • No synthetic fragrances. All scents must come from natural sources.
  • No silicones. Dimethicone and its derivatives are banned.
  • No GMOs. Genetically modified organisms are not permitted at any stage.
  • No parabens, no formaldehyde releasers. Only a restricted list of approved preservatives is allowed.
  • Packaging restrictions. Primary packaging must be recyclable, reusable, or compostable where technically possible.

These are baseline requirements. They apply to every product with a COSMOS label, whether COSMOS Natural or COSMOS Organic.

Two Tiers: Natural and Organic

COSMOS has two certification levels. COSMOS Natural requires that all ingredients come from natural or naturally-derived sources. COSMOS Organic adds strict organic sourcing requirements on top of everything in COSMOS Natural.

For COSMOS Organic rinse-off products (shampoos, conditioners), at least 10% of the total formula by weight must be certified organic ingredients, and at least 95% of the plant-based ingredients in the formula must be organically grown. For leave-on products, the organic threshold rises to 20% of the total formula.

These numbers can sound small until you consider that water, which makes up 60-90% of most rinse-off products, cannot be certified organic. The percentages are calculated on the non-water portion of the formula, making the organic requirements far more demanding than they initially appear.

Who Audits the Products?

This is the part most brands do not talk about. COSMOS certification requires annual third-party audits, carried out by the certifying body, not by the brand itself. Auditors review the full ingredient documentation, supplier certifications, manufacturing records, and finished product formulas. A brand cannot self-declare COSMOS compliance. The badge has to be earned and renewed.

This is precisely why the COSMOS logo on a bottle carries weight that words like natural or clean do not.

Why It Matters for Hair Care Specifically

Hair care products sit on the scalp, skin that is particularly absorbent and in direct contact with the product for the duration of washing. Ingredients that are permitted in conventional formulations, such as certain synthetic preservatives and silicone-based conditioning agents, are excluded from COSMOS formulas. For anyone with a sensitive scalp, colour-treated hair, or a preference for ingredient transparency, this distinction is meaningful.
